NOTICE OF REGULAR MEETING

OF THE TOWN OF CAREFREE COMMON COUNCIL

WHEN:TUESDAY, JANUARY 10, 2012

WHERE:CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME:5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday January 10, 2012 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree.

The agenda for the meeting is as follows:

Call to Order, Silent Roll Call and Pledge of Allegiance.

CONSENT AGENDA

All items listed hereunder are considered to be routine by the Common Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council member so requests, in which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1-   Approval of December 6, 2011 Town Council Regular Meeting Minutes

ITEM #2- Ratification of December, 2011 paid bills.

REGULAR AGENDA:

ITEM #3-Christmas Festival update.

ITEM #4-Discussion and possible action regarding street closure from Carefree Drive on the west side to the entry to Pima Norte on the east side, closing the north and south bound lanes on Cave Creek Road for the Balloon Festival at Carefree Resort and Conference Center on January 21, 2012.

ITEM #5-Call to the Public: Consideration and discussion of comments and complaints from the public. Pursuant to Section 2-4-7 G of the Town Code and A.R.S. 38-431.01(G), those wishing to address the Council need not request permission in advance. Action taken as a result of public comment will be limited to directing staff to study the matter or rescheduling the matter for further consideration and decision at a later date. The public may address the Council on any matter not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism made by those who have addressed the public body, may ask staff to review a matter or may ask that a matter be put on a future agenda; however, the Council may not take action at this time. Please limit your comments to not more than 3 minutes.

ITEM #6-Current Events

ITEM #7-Discussion and possible action regarding the cash receipts and disbursements report for November, 2011.

ITEM #8-Discussion and possible action regarding an Application for Wine Festival Liquor License for Kokopelli Winery during the Thunderbird Art Festival from 10 a.m. to 6 p.m. Friday through Sunday, January 13, 14 and 15, 2012.

ITEM #9-Discussion and possible action regarding an application for a Special Event Liquor License for the Carefree Cave Creek Chamber of Commerce from 10 a.m. to 6 p.m. during the Thunderbird Art Festivals, January 13, 14 and 15 and March 2, 3, and 4, 2012.

ITEM #10-Discussion and possible final action regarding Ordinance 2011-08 adopting amendments to the Town of Carefree Zoning Ordinance amended through March 1, 2011, Article VII Signs Permitted; providing for repeal of certain provisions of the Town of Carefree Zoning Ordinance; providing for separability, adoption and approval by the Mayor and Common Council of the Town as required by law and directing the Town Clerk of the Town of Carefree to incorporate this amendment into the Town of Carefree Zoning Ordinance.

ITEM #11-Discussion and possible action regarding Resolution 2012-01 regarding political sign free zones in the Town of Carefree right of ways.

ITEM #12-Discussion and possible action regarding Ordinance 2012-01amending the Carefree Town Code and adding a new section regarding political signs in the right of way.

ITEM #13-Discussion and possible action regarding Ordinance 2012-02 amending the Carefree Zoning Ordinance regarding political signs on private property.

ITEM #14-Discussion and possible action regarding Ordinance 2012-03 repealing all development fees.

ITEM #15-Discussion and possible final action regarding the Ten Year Pavement Preservation Maintenance Plan.

ITEM #16-Discussion and possible action regarding lease of a parking area for Town Center parking.

ITEM #17-Discussion and possible action regarding capital projects.

ITEM #18-Adjournment.
