NOTICE OF REGULAR MEETING OF THE TOWN OF CAREFREE COMMON COUNCIL

WHEN: TUESDAY, JANUARY 7, 2014

WHERE: CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME: 5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday January 7, 2013 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

The agenda for the meeting is as follows:

One or more members of the Council may be unable to attend the Council meeting in person and may participate telephonically means pursuant to A.R.S. §38-431(4).

Councilmember so requests, in which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1 Approval of the December 3, 2013 Regular Session Town Council Meeting

Minutes.

ITEM #2 Acceptance into the public record of the December, 2013 paid bills.

ITEM #3 Acceptance of the cash receipts and disbursements report for November, 2013.

ITEM #4 Discussion and possible action regarding an Application for Wine Festival Liquor

License for Arizona Stronghold Vineyards during the Thunderbird Art and Wine

Festival from 10:00 a.m. to 6:00 p.m. Friday through Sunday, January 17, 18, and

19, 2014.

ITEM #5 Discussion and possible action regarding an Application for Wine Festival Liquor

License for Arizona Stronghold Vineyards during the Thunderbird Art and Wine

Festival from 10:00 a.m. to 6:00 p.m. Friday through Sunday, February 28, and

March 1 and 2, 2014.

ITEM #6 Discussion and possible action regarding an Application for Extension of

Premises/Patio Permit for AZ Wine Company/Paradise Valley on Friday through

Sunday, January 17 through 19, 2014 for the Carefree Fine Art and Wine Festival.

ITEM #7 Discussion and possible action regarding an Application for Special Event Liquor

License for Our Lady of Joy – Our Lady’s Guild Silent Auction Spring Fundraiser

to be held at 36811 N. Pima Road, Carefree, AZ on Saturday, February 15, 2014

from 5:00 p.m. to 8:00 p.m.

ITEM #8 Discussion and possible action regarding an Application for Wine Festival Liquor

License for Passion Cellars during the Thunderbird Art and Wine Festival from

10:00 a.m. to 6:00 p.m. Friday through Sunday, January 17, 18 and 19, 2014.

REGULAR AGENDA:

ITEM #9 Call to the Public: Consideration and discussion of comments and complaints

from the public. Pursuant to Section 2-4-7 G of the Town Code and A.R.S. 38-

431.01(G), those wishing to address the Council need not request permission in

advance. Action taken as a result of public comment will be limited to directing

staff to study the matter or rescheduling the matter for further consideration and

decision at a later date. The public may address the Council on any matter not on

the agenda. At the conclusion of an open call to the public, individual members of

the public body may respond to criticism made by those who have addressed the

public body, may ask staff to review a matter or may ask that a matter be put on a

future agenda; however, the Council may not take action at this time. Please limit

your comments to not more than 3 minutes.

ITEM #10 Current Events.

ITEM #11 Discussion and possible action to approve an Application for a new Series One

Liquor License for applicants Morgan and Lauren Klemp for the business, Arroyo

Tasting Room located at 100 Easy Street, Suite 1, Carefree, AZ.

ITEM #12 Discussion and possible action to authorize the use of the restricted Cave Creek

Court Enhancement Fees for improvements to the Consolidated Court space, not

to exceed $60,000.00.

ITEM #13 Discussion and possible action to approve Resolution 2014-01 of the Town of

Carefree, Arizona, establishing a policy and fee structure for Requests for

Inspection and Reproduction of Public Records.

ITEM #14 Discussion and possible action authorizing the Mayor and Town Attorney to sign an amendment to the Agreement between the Maricopa County Sheriff’s Office

and the Town of Carefree to include a provision for Cities and Towns to request

personnel changes.

ITEM #15 Discussion and possible action to go into Executive Session in accordance with

A.R.S. §§ 38-431.03(A)(1) and (A)(3) to receive legal advice concerning

development proposals in Carefree Town Center.
