NOTICE OF REGULAR MEETING OF THE TOWN OF CAREFREE COMMON COUNCIL

WHEN: TUESDAY, OCTOBER 2, 2012

WHERE: CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME: 5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday October 2, 2012 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree.

The agenda for the meeting is as follows:

Call to Order, Silent Roll Call and Pledge of Allegiance.

ITEM #1- Discussion and possible action regarding appointment of Planning and Zoning

Commissioner to fill vacancy on the Planning and Zoning Commission.

ITEM #2- Administration of oath of office to new Commissioner.

CONSENT AGENDA

All items listed hereunder are considered to be routine by the Common Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #3- Approval of September 4, 2012 Town Council Regular Meeting Minutes.

ITEM #4- Acceptance into the public record the September, 2012 paid bills.

REGULAR AGENDA:

ITEM #5- Call to the Public: Consideration and discussion of comments and complaints from the

public. Pursuant to Section 2-4-7 G of the Town Code and A.R.S. 38-431.01(G), those

wishing to address the Council need not request permission in advance. Action taken as

a result of public comment will be limited to directing staff to study the matter or

rescheduling the matter for further consideration and decision at a later date. The public

may address the Council on any matter not on the agenda. At the conclusion of an open

call to the public, individual members of the public body may respond to criticism

made by those who have addressed the public body, may ask staff to review a matter or

may ask that a matter be put on a future agenda; however, the Council may not take

action at this time. Please limit your comments to not more than 3 minutes.

ITEM #6- Current Events

ITEM #7- Discussion and possible action regarding the cash receipts and disbursements report for August, 2012.

ITEM #8- Discussion and possible action regarding approval of Class 7 Liquor License Person and Location Transfer for AZ Wine Company, 100 Easy Street, Carefree.

ITEM #9- Discussion and possible action regarding street closure for Cactus Shadows High School Homecoming Parade on the east and west bound lanes of Cave Creek Road west of Tom Darlington. Westbound traffic on Cave Creek Road will be limited to one lane.

Eastbound traffic on Cave Creek Road will be directed to the south lane of the north half

of Cave Creek Road. Eastbound traffic will be directed back to its normal lane at the

opening of Mariachi Plaza. The intersection of Tom Darlington and Cave Creek Road

will not be affected. Date is Sunday, October 21, 2012 from Noon to 4:00 p.m.

ITEM #10- Discussion and possible action regarding Special Event Permit from FASTER

Performance Center for use of the west bound lane of Cave Creek Road from

Pima to the west border of Town for a cycling event to benefit the American

Diabetes Association and Cave Creek Bicycle Association on Saturday, October

27 from 8-11 a.m.

ITEM #11- Discussion and possible action regarding approval of a Special Event Liquor License forthe American Parkinson Disease Association Arizona for a Parkinson’s Awareness Fundraiser on October 20, 2012 from 4 p.m. to 9 p.m. in the Carefree Town Center Gardens.

ITEM #12- Discussion and possible action regarding Temporary Extension of Premises for Servet Oscar Turkmen, Sabas Mediterranean Cuisine, 37555 Hum Road, Carefree for a Music Festival to be held November10, 2012 from 5-10 p.m.

ITEM #13- Discussion and possible action regarding expansion of Wi-Fi.

ITEM #14- Discussion and possible action regarding Resolution 2012-07 authorizing the Town Clerk to conduct the March 12, 2013 Primary Election and May 21, 2013 General Election as mail ballot elections pursuant to A.R.S. 16-409(a).

ITEM #15- Discussion and possible action regarding Resolution 2012-08, to conform with

the new state consolidated election law (HB2826), that the next term of the

Mayor and Council be from the first Council meeting in June 2013 to the first

council meeting in December 2016.

ITEM #16- Discussion and possible action to go into Executive Session according A.R.S. 38-431.03 (A)(7) to discuss contract negotiations to acquire open space with Open

Space Development Fee funds.

ITEM #17- Reconvene public meeting.

ITEM #18- Adjournment.
