NOTICE OF REGULAR MEETING

OF THE TOWN OF CAREFREE COMMON COUNCIL

WHEN:WEDNESDAY, NOVEMBER 5, 2014

WHERE:CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME:5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Wednesday, November 5, 2014 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

For any item listed on the agenda, the Council may vote to go into Executive Sessions for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.

The agenda for the meeting is as follows:

Approval of the October 6, 2014 Economic Development Forum Meeting Minutes.

ITEM #2

Approval of the October 7, 2014 Regular Session Town Council Meeting Minutes.

ITEM #3

Approval of the October 17, 2014 Special Session Town Council Meeting Minutes.

ITEM #4

Acceptance into the public record of the October, 2014 paid bills.

ITEM #5

Acceptance of the cash receipts and disbursements report for September, 2014.

ITEM #6

Approval of a Proclamation declaring November, 2014 to be American Diabetes

Month® in the Town of Carefree.

ITEM #7

Approval of the Application for Special Event Liquor License for the Knights of Columbus Council 1116 for the Fraternal Social Event January 24, 2015 from 6:00 p.m. to 9:00 p.m.

ITEM #8

Approval of Resolution 2014-11 authorizing the Town Administrator to execute and submit an Arizona Division of Emergency Management Designation Form designating the Town Administrator as the Carefree Applicant Agent.

REGULAR AGENDA:

ITEM #9

Call to the Public: Consideration of comments from the public. Pursuant to § 2-4-7(G) of the Town Code and A.R.S. § 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.

Review, discussion and possible action regarding the 2012-2014 fiscal year audit conducted by HintonBurdick, PLLC.

A representative from the firm of HintonBurdick, PLLC will attend.

ITEM #12

Review, discussion and possible action to approve Resolution 2014-12 authorizing Mayor Schwan to enter into a contract with Stephanie Olohan for magistrate services for the Carefree – Cave Creek Consolidated Court.

ITEM #13

Review, discussion and possible action to approve the application for a new Liquor License for Christina McDonald for the business Guido Garcias located at 7212 East Ho Road, Suite 4 Carefree, AZ 85377.

ITEM #14

Review, discussion and possible action regarding Resolution 2014-10 to adopt  the Mutual Aid Compact with the State of Arizona and the Arizona Department of Emergency and Military Affairs.

ITEM #15

Discussion and possible action to go into Executive Session in accordance with A.R.S. §§ 38-431.03(A)(1), (3) and (4) to discuss personnel matters and to obtain legal advice from Town Counsel
