NOTICE OF REGULAR MEETING OF THE TOWN OF CAREFREE COMMON COUNCIL


WHEN: TUESDAY, FEBRUARY 4, 2014


WHERE: CAREFREE TOWN HALL COUNCIL CHAMBERS


TIME: 5:00 P.M.


Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday February 4, 2014 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.


The agenda for the meeting is as follows:


SILENT ROLL CALL


One or more members of the Council may be unable to attend the meeting in person and may participate by technological means or methods pursuant to A.R.S. §38-431(4).


REGULAR AGENDA:


ITEM #1 Presentation and discussion with Pastor Jim Noble regarding the “Neighbors in

Need AZ” program.


ITEM #2 Presentation and discussion with Katie Smetana, Executive Director of the Desert

Foothills Family YMCA regarding new programs being presented by the YMCA

and its 18 month strategic agenda.


ITEM #3 Presentation and discussion with the Urban Land Institute (“ULI”) staff

regarding an overview of the ULI Panel’s January 16th discussions in Carefree.


CONSENT AGENDA


All items listed hereunder are considered to be routine by the Common Council and will be enacted by one motion. There will be no separate discussion of these items unless a

Councilmember so requests, in which event the item will be removed from the consent agenda and will be discussed separately:


ITEM #4 Approval of January 7, 2014 Regular Session Town Council Meeting Minutes.


ITEM #5 Acceptance into the public record of the January, 2014 paid bills.


ITEM #6 Acceptance of the cash receipts and disbursements report for December, 2013.


ITEM #7 Discussion and possible action regarding an Application for Wine Festival/Wine

Fair License for Wilhelm Family Vineyards during the Thunderbird Art and Wine

Festival from 10:00 a.m. to 6:00 p.m. Friday through Sunday, February 28,

through March 2, 2014.


ITEM #8 Discussion and possible action regarding an Application for Special Event Liquor

License for Annunciation Catholic School’s Capital Campaign Kick-Off Dinner

at Our Lady of Joy Catholic Church from 6:00 p.m. to 9:00 p.m. Friday February

21, 2014.


ITEM #9 Discussion and possible action regarding an Application for Extension of

Premises/Patio Permit for AZ Wine Company/Paradise Valley Wine Outlet LLC

on Friday through Sunday, February 28 through March 2, 2014 to provide

beverage service to the auto show.


ITEM #10 Discussion and possible action regarding Resolution 2014-02 in support of the

restoration of Arizona Highway User Revenue Fund (“HURF”) distribution to

cities, towns, counties, and state highways.


ITEM #11Discussion and possible action regarding an Application for Wine Festival/Wine Fair License for Passion Cellars during the Thunderbird Art and Wine Festival from 10:00 a.m. to 6:00 p.m. Friday through Sunday, February 28, through March 2, 2014.



REGULAR AGENDA:


ITEM #12 Call to the Public: Consideration of comments from the public. Pursuant to

Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to

address the Council need not request permission in advance. The public may

address the Council on matters not on the agenda. At the conclusion of an open

call to the public, individual members of the public body may respond to criticism

made by those who have addressed the public body, may ask staff to review a

matter, direct staff to study the matter, reschedule the matter for further

consideration and decision at a later date, or may ask that a matter be put on a

future agenda. However, the Council may not discuss or take legal action at this

time. Please limit your comments to not more than 3 minutes.


ITEM #13 Current Events.


ITEM #14 Discussion and possible action to go into Executive Session in accordance with

A.R.S. § 38-431.03(A)(4) for discussion of contract negotiations concerning

potential developments in the Town Center.
