NOTICE OF REGULAR MEETING

OF THE CAREFREE TOWN COUNCIL

WHEN:TUESDAY, MARCH 1, 2016

WHERE:CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME:5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Town Council of the Town of Carefree, Arizona and to the general public that the members of the Town Council will hold a meeting open to the public at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

For any item listed on the agenda, the Council may vote to go into Executive Sessions for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.

The agenda for the meeting is as follows:

ITEM #2Approval of the February 2, 2016 Regular Town Council Meeting Minutes.

ITEM #3Approval of the February 11, 2016 Special Town Council Meeting Minutes.

ITEM #4Acceptance into the public record of the February, 2016 paid bills.

ITEM #5Acceptance of the cash receipts and disbursements report for January, 2016.

ITEM #6Approval of a Fair/Festival License Application by John Patt and Desert Diamond Distillery, Inc. in conjunction with the Easy Streets Arts Festival March 18 – 20, 2016 from 10:00 a.m. to 5:00 p.m.

ITEM #7Approval of a Special Event Liquor License by Alberto Moore and United Global Care, Inc., in conjunction with the Art|Objects Gallery Humi Demonstration March 12 – 20, 2016 from 5:30 p.m. to 11:00 p.m.

REGULAR AGENDA:

ITEM #8Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism

made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.

ITEM #9Current Events.

ITEM #10Review, discussion and possible action to:

A.Approve Resolution 2016-05 extending the moratorium on the enforcement of permitting requirements for Open House temporary signs, and

B.Review and discussion regarding of Ordinance 2016-02 amending Town Code Section 11-3-3, Subsection C, requiring a permit be issued for “open house” temporary signs. (First reading).

ITEM #11Review, consideration, and possible action approving Resolution 2016-04 accepting the Final Plat and supplementary Subdivision Improvement Agreement for the Eastwood Subdivision generally located west of the southwest corner of Pima Road and Cave Creek Road.

ITEM #12Review, discussion and possible action to approve Resolution 2016-06 amending and restating the qualified retirement plan maintained for Town of Carefree employees and authorizing the Town Clerk to execute documents as needed to satisfy Internal Revenue Service requirements.

ITEM #13Review, discussion and possible action to approve Ordinance 2016-01 amending Chapters 2, 3 and 4 of the Carefree Town Code. (Second reading).

ITEM #14Review, discussion and possible action regarding adoption of Resolution 2016-02 adopting the Code of Conduct for Elected and Appointed Officials of the Town of Carefree.

ITEM #15Review, discussion and possible action to authorize the contract and approve funds to install lamps in Town Center.
