NOTICE OF REGULAR MEETING

OF THE TOWN OF CAREFREE COMMON COUNCIL

WHEN:TUESDAY, APRIL 1, 2014

TIME:5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday April 1, 2014 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

The agenda for the meeting is as follows:

One or more members of the Council may be unable to attend the meeting in person and may participate by technological means or methods pursuant to A.R.S. §38-431(4).

All items listed hereunder are considered to be routine by the Common Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1Approval of the March 4, 2014 Regular Session Town Council Meeting Minutes.

ITEM #2Acceptance into the public record of the March, 2014 paid bills.

ITEM #3Acceptance of the cash receipts and disbursements report for February, 2014.

ITEM #4Discussion and possible action regarding an application for a Special Event Permit by WHEAT and Christ the Lord Lutheran Church for the 23rd Annual Foothills Walk for Hunger on April 6, 2014 from 12:30 p.m. to 4:30 p.m. Walk to consist of 2.3 miles through community streets as shown in the application, beginning and ending at the Sanderson Lincoln Pavilion.

ITEM #5Review, discussion and possible action to sign Resolution 2014-03 opposing   SB1415 which would impact on the Town’s ability to issue assessments for Community Facility Districts (“CFDs”) as it would severely limit new         

                    growth and have a negative impact on the economic development of the Town.

REGULAR AGENDA:

ITEM #6Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.

ITEM #7Current Events.

ITEM #8Presentation by staff from Owens Harkey and Associates, L.L.C and discussion and possible action regarding marketing and future advertising. 

ITEM #9Discussion and possible action to approve an Application for a new Liquor License by applicant Eunice Betkas for the business, Carefree Bistro located at 37555 Hum Road, Suite 109, Carefree, AZ.

ITEM #10Discussion and possible action regarding an Application for Extension of Premises/Patio Permit for AZ Wine Company/Paradise Valley Wine Outlet, LLC, in order to provide beverage service April 11 – 13, 2014 during the Carefree Days Festival.

ITEM #11Discussion and possible action to approve and award Pavement Preventative Maintenance Project #2014-101 and possible alternative projects included in the bid.

ITEM #12Report from the Stakeholders’ Advisory Committee including discussion and possible action regarding economic development.

ITEM #13Discussion and possible action to approve a onetime $3,000 expense from the 2013-2014 Budget Contingency line item to fund startup costs for the Foothills Caring Corps citizen lockbox program in Carefree.

ITEM #14Discussion regarding the FY 2014-2015 budget and projected revenues.

ITEM #15Discussion and possible action to go into Executive Session in accordance with A.R.S. §§ 38-431.03(A)(1), (A)(3), and (A)(4) to discuss the following matters:

A.Contract negotiations concerning the Carefree Town Center, and

B.Personnel matters confidential by law.

ITEM #16Adjournment.
