NOTICE OF REGULAR MEETING

OF THE CAREFREE TOWN COUNCIL

WHEN:TUESDAY, APRIL 5, 2016

WHERE:CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME:5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Town Council of the Town of Carefree, Arizona and to the general public that the members of the Town Council will hold a meeting open to the public at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

For any item listed on the agenda, the Council may vote to go into Executive Sessions for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.

The agenda for the meeting is as follows:

ITEM #2Approval of the March 1, 2016 Regular Town Council Meeting Minutes.

ITEM #3Acceptance into the public record of the March, 2016 paid bills.

ITEM #4Acceptance of the cash receipts and disbursements report for February, 2016.

ITEM #5Approval of an Application for Special Event License by Dennis O’Rourke for St. Gabriel the Archangel Roman Catholic Parish – Cave Creek to be held at Our Lady of Joy Roman Catholic Church on Saturday, April 23, 2016 from 5:30 p.m. to 7:30 p.m.

REGULAR AGENDA:

ITEM #6Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism

made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.

ITEM #7Current Events.

ITEM #8Presentation by Pam DiPietro, Executive Director of the Foothills Food Bank and Resource Center regarding Food Bank services to the community.

ITEM #9Review and discussion regarding:

A.Ordinance 2016-03 related to the Transaction Privilege Tax and adopting the 2012-2014 amendments to the Tax Code of the Town of Carefree by reference; establishing effective dates; providing for severability and providing penalties for violations.  (First Reading).

B.Resolution 2016-07 declaring the 2012-2014 Tax Code Changes a public record.

ITEM #10Review, discussion and possible action to approve Ordinance 2016-02 amending Town Code Section 11-3-3, Subsection C, requiring a permit be issued for “open house” temporary signs. (Second Reading)

ITEM #11Review, discussion and possible action to approve Resolution 2016-08 authorizing the Town Clerk to conduct the August 30, 2016 Primary Election and the November 8, 2016 General Election as Mail Ballot Elections pursuant to A.R.S. § 16-409(A).
