NOTICE OF REGULAR MEETING OF THE TOWN OF CAREFREE COMMON COUNCIL

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday May 6, 2014 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

The agenda for the meeting is as follows:

One or more members of the Council may be unable to attend the meeting in person and may participate by technological means or methods pursuant to A.R.S. §38-431(4).

All items listed hereunder are considered to be routine by the Common Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests, in which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1Approval of the May 6, 2014 Regular Session Town Council Meeting Minutes.

ITEM #2Acceptance into the public record of the May, 2014 paid bills.

ITEM #3Acceptance of the cash receipts and disbursements report for April, 2014.

ITEM #4Discussion and possible action regarding an Application for Special Event Permit for SkyRanch at Carefree Airport and possible road restriction from the intersection of Mule Trail Road and Cave Creek Road to Pima Road on February 28, 2015 from 8:00 a.m. to 3:00 p.m.

REGULAR AGENDA:

ITEM #5Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.

ITEM #6Current Events.

ITEM #7Discussion and possible action for authorization to enter into a contract for services with Michael Baker, Jr., Inc. for Town Center Revitalization Plan.

ITEM #8Discussion and possible action regarding 3 Applications for Special Event Permits and road closures for the Thunderbird Art and Wine Festivals for Thunderbird Artists, Inc. closing Ho Hum from Cave Creek Road to Easy Street, Easy Street from Wampum Way to Sundial Circle, Sundial Circle to Nonchalant and Sunshine Place from the west side of the entrance to Town Hall parking to Sundial Circle for the following dates:

A.October 30, 2014 for set-up beginning after 3:00 p.m., and Friday through Sunday, October 31, November 1-2, 2014, and from 10:00 a.m. to 5:00 p.m.

B.January 15, 2015 for set-up beginning after 3:00 p.m., and Friday through Sunday, January 16, 17 and 18, 2015 from 10:00 a.m. to 5:00 p.m.

C.February 26, 2015 for set-up beginning after 3:00 p.m., and Friday through Sunday, February 27-28,  2015 and March 1, 2015 from 10:00 a.m. to 5:00 p.m.

ITEM #9Second  reading of the alarm Ordinance 2014-01 repealing that part of Ordinance 1999-05 requiring notice to the Maricopa County Sheriff’s office and reaffirming the remaining sections regulating the activities and responsibilities of those persons who purchase, rent, or use alarm systems devices or services.

ITEM #10Discussion and possible action to go into Executive Session in accordance with A.R.S. §§ 38-431.03(A)(3) and (A)(4) to discuss contract negotiations concerning development projects within the Carefree Town Center.
