NOTICE OF REGULAR MEETING

OF THE TOWN OF CAREFREE COMMON COUNCIL

WHEN:TUESDAY, JULY 1, 2014

WHERE:CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME:5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday July 1, 2014 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

For any item listed on the agenda, the Council may vote to go into Executive Sessions for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.

CALL TO ORDER AND SILENT ROLL CALL

One or more members of the Council may be unable to attend the meeting in person and may participate by technological means or methods pursuant to A.R.S. §38-431(4).

ITEM #2Approval of the June 3, 2014 Regular Session Town Council Meeting Minutes.

ITEM #3Acceptance into the public record of the June, 2014 paid bills.

ITEM #4Acceptance of the cash receipts and disbursements report for May, 2014.

ITEM #5Review and possible action to issue a Proclamation naming the week of September 22-26, 2014 as Employer Support of the Guard and Reserve   Week.

ITEM #6Review and possible action regarding application for Special Event Permit by Sonoran Arts League for the Sonoran Arts League Annual Arts Festival Friday, March 20, 2015 through Sunday, March 22, 2015 from 10:00 a.m. to 5:00 p.m.  Street closures to include Ho Hum from Cave Creek Road to Easy Street and       Easy Street from Sundial Circle to Wampum Way with set up to being Thursday, 

March 19th at 5:00 p.m.

ITEM #7Review and possible action regarding 4 Applications for Special Event Permits and road closures for Magic Bird Festivals, LLC to include the closing of Ho Hum behind Sanderson Lincoln Pavilion and that part of Sundial Circle as needed beginning at 6:00 a.m. the day prior to the following events:

A.The 3rd Annual Carefree Fine Art of the Southwest, Friday, November 28- through Sunday, November 30, 2014, 10:00 a.m. to 5:00 p.m.

B.The 4th Annual Indian Market and Cultural Festival, Friday, January 23, 2015 through Sunday, January 25, 2015 from 10:00 a.m. to 5:00 p.m.

C.The 4th Annual Carefree Chocolate and Arts Festival, Friday, February 12, 2015 through Sunday, February 15, 2015 from 10:00 a.m. to 5:00 p.m.

D.The 2nd Annual Carefree Days Festival Friday, April 10, 2015 through Sunday, April 12, 2015 from 10:00 a.m. to 5:00 p.m.

REGULAR AGENDA:

ITEM #8Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism

made by those who have addressed the public body, may ask staff to review a

matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.

ITEM #9Current Events.

ITEM #10Presentation and discussion by the Foothills Community Foundation and Desert Foothills Theater regarding a possible performance venue and community

         facility in Carefree Town Center.

ITEM #11Review, discussion and possible action regarding the 10-Year Pavement  Preventative Maintenance Plan (2012-2022) and possible action regarding a request for an additional $75,000 contingency funds for the 2014 Streets Project #2014-101.

ITEM #12First reading of Ordinance 2014-02 amending Ordinance 2010-05 to include licensing of businesses based outside of Carefree but conducting business with the Town of Carefree.

ITEM #13Review, discussion and possible action to approve Ordinance 2014-03

                  amending Article 12-1 of the Town Code to clarify the title of the Zoning

                   Ordinance and waving a second reading as a matter of routine clarification.

 

ITEM #14Discussion and possible action to go into Executive Session in accordance with A.R.S. §§ 38-431.03(A)(3) and (A)(4) to discuss contract negotiations for judicial services for the Carefree – Cave Creek Consolidated Court and contract negotiations concerning the Carefree Town Center.

ITEM #15Discussion and possible action regarding 3 Applications for Special Event Permits and road closures for the Thunderbird Art and Wine Festivals for Thunderbird Artists, Inc. The road closures include Ho Hum from Cave Creek Road to Easy Street, Easy Street from Wampum Way to Sundial Circle, Sundial Circle to Nonchalant and Sunshine Place from the west side of the entrance to Town Hall parking to Sundial Circle for the following dates:

A.October 30, 2014 for set-up beginning after 5:00 p.m., for event Friday through Sunday, October 31, November 1-2, 2014, and from 10:00 a.m. to 5:00 p.m.

B.January 15, 2015 for set-up beginning after 5:00 p.m., for event Friday through Sunday, January 16, 17 and 18, 2015 from 10:00 a.m. to 5:00 p.m.

C.February 26, 2015 for set-up beginning after 5:00 p.m., for event Friday through Sunday, February 27-28,  2015 and March 1, 2015 from 10:00 a.m. to 5:00 p.m.
