Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the

Town of Carefree, Arizona and to the general public that the members of the Common Council will

hold a meeting open to the public on Tuesday, July 12, 2011 at 5:00 p.m. at the Carefree Town

Council Chambers located at 100 Easy Street, in Carefree.

The agenda for the meeting is as follows:

Call to Order, Silent Roll Call

ITEM #1- PUBLIC HEARING, discussion and possible approval of Resolution 2011-06

finally determining and adopting the budget for fiscal year 2011-12.

ITEM #2- Adjournment.

CONSENT AGENDA

All items listed hereunder are considered to be routine by the Common Council and will be enacted by

one motion. There will be no separate discussion of these items unless a Councilmember so requests, in

which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1- A. Approval of June 7, 2011 Regular Town Council Minutes.

B. Approval of June 23, 2011 Town Council Workshop Minutes.

ITEM #2- Ratification of June 2011 paid bills.

REGULAR AGENDA:

ITEM #3- Call to the Public: Consideration and discussion of comments and complaints from the

public. Pursuant to Section 2-4-7 G of the Town Code and A.R.S. 38-431.01(G), those

wishing to address the Council need not request permission in advance. Action taken as a

result of public comment will be limited to directing staff to study the matter or

rescheduling the matter for further consideration and decision at a later date. The public

may address the Council on any matter not on the agenda. At the conclusion of an open

call to the public, individual members of the public body may respond to criticism made

by those who have addressed the public body, may ask staff to review a matter or may

ask that a matter be put on a future agenda; however, the Council may not take action at

this time. Please limit your comments to not more than 3 minutes.

ITEM #7- Discussion and possible action regarding the cash receipts and disbursements report for

June, 2011.

ITEM #8- Discussion and possible action regarding Ordinance 2011-03, Amending the Subdivision

Ordinance, second reading.

ITEM #9- Discussion and possible action regarding Ordinance 2011-04, amending Chapter 8,

Sections 8-2-2 and 8-2-3 allowing a fee of $25 per estate sale and up to two estate sales

per year, second reading.

ITEM #10- Discussion and possible action regarding Resolution 2011-07 to approve an early payoff

of the lease/purchase agreement with Comerica Leasing Corporation for the fire truck.

ITEM #11- Discussion and possible action regarding Resolution 2011-08 declaring as a public record

the 2010-11 amendments to the Tax Code of the Town of Carefree.

ITEM #12- Discussion and possible action regarding Ordinance 2011-05 adopting the 2010-11

amendments to the Tax Code of the Town of Carefree by reference; establishing an

effective date; providing for severability and providing penalties for violations.

ITEM #13- Discussion and possible action regarding Ordinance 2011- 06 regarding a change in the

Town Center speed limits, first reading.

ITEM #14- Discussion and possible action regarding amendment to Advance in Aid of Construction

Agreement between the Town of Carefree and the Utilities Community Facilities District

(UCFD) from $2,303,124.81 to $3,020,217.27 with payments beginning 12/31/2018 and

ending 12/31/2025.

ITEM #15- Discussion and possible action regarding the Contract for Services between the Town of

Carefree and the Carefree Business Association.

ITEM #16- Discussion and possible action regarding street closures as shown on attached maps for

Thunderbird Arts Festivals from Thursday evenings at 5 p.m. through Sunday evenings at

6 p.m. November 3-5, 2011, January 12-15, 2012 and March 1-4, 2012.

ITEM #17- Discussion and possible action regarding street closures on Carefree Drive and Sundial

Circle and the alley behind the amphitheater for a Carefree Indian Market From 9 a.m.

February 17 to 5 p.m. February 19, 2012

ITEM #18- Discussion and possible action regarding street closures on Carefree Drive and Sunshine

Circle and the alley behind the amphitheater for a Carefree Easter Festival of Chocolate

and Art from 9 a.m. March 30 to 5 p.m. April 1, 2012.
