NOTICE OF REGULAR MEETING

OF THE CAREFREE TOWN COUNCIL

WHEN:TUESDAY, AUGUST 4, 2015

WHERE:CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME:5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Town Council of the Town of Carefree, Arizona and to the general public that the members of the Town Council will hold a meeting open to the public at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

For any item listed on the agenda, the Council may vote to go into Executive Sessions for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.

The agenda for the meeting is as follows:

All items listed hereunder are considered to be routine by the Town Council and will be enacted by one motion. There will be no separate discussion of these items unless a council member so requests, in which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1Approval of the July 7, 2015 Special Town Council Meeting Minutes for Executive Session.

ITEM #2Approval of the July 7, 2015 Regular Town Council Meeting Minutes.

ITEM #3Acceptance into the public record of the July, 2015 paid bills.

ITEM #4Acceptance of the cash receipts and disbursements report for June, 2015.

ITEM #5Approval of an Application for Special Event License for Oktoberfest by the Knights of Columbus Resurrection Assembly #3280 at Our Lady of Joy Church Parish Hall on October 31, 2015 from 6:00 p.m. to 9:00 p.m.

ITEM #6Approval of an Application for Special Event License for the Carefree Cave Creek Chamber of Commerce at the Sanderson Lincoln Pavilion from 10:00 a.m. to 5:30 p.m. on the following dates:

A)November 6, 2015 through November 8, 2015,

B)January 29, 2016 through January 31, 2016, and

C)February 26, 2016 through February 28, 2016.

REGULAR AGENDA:

ITEM #7Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism

made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.

ITEM #8Current Events.

ITEM #9Review, discussion and possible action to approve Resolution 2015-06 authorizing the Mayor to execute the Easy Street South CUP Development Agreement between the Town of Carefree and Butte Properties, LLC and Ed Lewis for the lot known as Easy Street South in Carefree, Arizona.

ITEM #10 Review, discussion and possible action to approve Resolution 2015-08  for the purchase of the commercial building located at 33 Easy Street, Carefree, AZ and authorizing the Mayor to sign all documentation as needed to complete the purchase.

ITEM #11 Presentation and review of Town Marketing by Gina Kaegi, Director of Marketing. 

ITEM #12Review, discussion and possible action to approve a the selection of Scott Wakefield, of the firm, Ridenour Hienton, P.L.L.C.,  as attorney for the Town of Carefree in the pending Rate Case of Liberty Utilities before the Arizona Corporation Commission.

ITEM #13Review, discussion and possible action to approve Resolution 2015-07 authorizing a change of the Town’s primary bank from BMO/Harris to National Bank of Arizona and affirming signatory authority of the Mayor, Vice Mayor, Town Clerk/Treasurer and Town Administrator and establishing a credit card transaction fee.

ITEM #14 Review, discussion and possible action regarding proposed amendments to the Town of Carefree Zoning Ordinance 10th Publication; the Carefree Arizona Town Code; and the Town of Carefree Subdivision Ordinance to comply with  Arizona Revised Statute.  The text amendments will address dust control measures in a continued effort to reduce the emissions of particulate matter in the Town of Carefree.
