NOTICE OF REGULAR MEETING

OF THE TOWN OF CAREFREE COMMON COUNCIL

WHEN:TUESDAY, AUGUST 5, 2014

WHERE:CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME:5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday August 5, 2014 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

For any item listed on the agenda, the Council may vote to go into Executive Sessions for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.

CALL TO ORDER AND SILENT ROLL CALL

One or more members of the Council may be unable to attend the meeting in person and may participate by technological means or methods pursuant to A.R.S. §38-431(4).

All items listed hereunder are considered to be routine by the Common Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1Approval of the July 1, 2014 Regular Session Town Council Meeting Minutes.

ITEM #2Approval of the July 22, 2014 Special Session Town Council Meeting Minutes.

ITEM #3Acceptance into the public record of the July, 2014 paid bills.

ITEM #4Acceptance of the cash receipts and disbursements report for June, 2014.

ITEM #5Approval of Resolution 2014-06 for a sewer easement abandonment for the Kiwanis Club of Carefree property at the North East corner of Cave Creek Road and Scopa Trail. 

ITEM #6Approval of an Application for Special Event Liquor License for the Knights of Columbus Council #11116 for the Oldies but Goodies Dance at 36811 N. Pima Road in Carefree on September 20, 2014 from 6:00 p.m. to 11:00 p.m.

ITEM #7Review, discussion and possible action regarding approval of a Special Event Liquor License for the Carefree Chamber of Commerce during the Thunderbird Art & Wine Festivals on October 31 and November 1-2, 2014; January 16-18, 2015; and February 27-29  and March 1, 2015 from 9:30 a.m. to 5:30 p.m.

REGULAR AGENDA:

ITEM #8Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism

made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.

ITEM #9Current Events.

ITEM #10Review, discussion and possible action for authorization to enter into a contract for services with CivicPlus for the creation, development and implementation of a new website for Town of Carefree in the amount of $20,027.00.

ITEM #11Review, discussion and possible action regarding the second reading of Ordinance 2014-02 amending Ordinance 2010-05 to include licensing of businesses based outside of Carefree but conducting business with the Town of Carefree.

ITEM #12Discussion and possible action to go into Executive Session in accordance with A.R.S. §§ 38-431.03(A)(3) and (A)(4) to discuss contract negotiations concerning development projects within the Carefree Town Center.
