NOTICE OF REGULAR MEETING OF THE TOWN OF CAREFREE COMMON COUNCIL

WHEN: TUESDAY, SEPTEMBER 10, 2013

WHERE: CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME: 5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday September 10, 2013 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree, Arizona.

The agenda for the meeting is as follows:

Call to Order, Silent Roll Call and Pledge of Allegiance.

CONSENT AGENDA

All items listed hereunder are considered to be routine by the Common Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1 Approval of August 6, 2013 Regular Town Council Meeting Minutes.

ITEM #2 Acceptance into the public record of the August, 2013 paid bills.

ITEM #3 Acceptance of the cash receipts and disbursements report for July, 2013.

ITEM #4 Authorization to transfer $20,625 to the Carefree Water Company for purchase of

backhoe.

ITEM #5 Approval of the Special Event Permit Application of Magic Bird Festivals, LLC

for the Art of the Southwest Festival on November 29, 30 and December 1, 2013

with street closure to begin on Thursday, November 28, 2013 at 6:00 a.m.

ITEM #6 Approval of the Special Event Permit Application of ADPA Arizona Chapter for

the 2nd Annual Sunset 10k/5k Run & Family Fun Beach Cruiser Ride on October

26, 2013 from 3:30 p.m. to 5:30 p.m.

ITEM #7 Approval of the Special Event Permit Application of Easy Street, Inc., dba

Venues Café for the partial closing of Easy Street from HoHum to Carefree Drive,

September 1, 2013 through September 1, 2014, from 6:00 a.m. to 10:00 a.m. for

the Venue’s Café Saturday Morning Classic and Hot Rod Breakfast with

exception that the partial closing will not interfere with scheduled festivals.

ITEM #8 Approval of the Special Event Permit Application of the Cactus Shadows Student

Council for their Homecoming Parade on Saturday, October 12, 2013 from 6:00

a.m. to 1:00 p.m. with the parade beginning at 10:00 a.m.

ITEM #9 Approval of the Special Event Liquor License Application for the Carefree

Christopher Columbus Association Charitable Fundraiser on October 26, 2013

from 5:00 p.m. to 11:30 p.m.

ITEM #10 Approval of Proclamation declaring September Fall Prevention Awareness Month.

ITEM #11 Call to the Public: Consideration and discussion of comments and complaints from the public. Pursuant to Section 2-4-7 G of the Town Code and A.R.S. 38-431.01(G), those wishing to address the Council need not request permission in advance. Action taken as a result of public comment will be limited to directing staff to study the matter or

rescheduling the matter for further consideration and decision at a later date. The public

may address the Council on any matter not on the agenda. At the conclusion of an open

call to the public, individual members of the public body may respond to criticism made

by those who have addressed the public body, may ask staff to review a matter or may

ask that a matter be put on a future agenda; however, the Council may not take action at

this time. Please limit your comments to not more than 3 minutes.

ITEM #12 Current events.

ITEM #13 Discussion and possible action to review and approve the Letter of Intent with Sanderson Lincoln for naming rights to the Amphitheater for a ten-year period in exchange for $250,000.00 funding to the amphitheater Capital Improvement Project.

ITEM #14 Presentation and discussion of the public information/participation plan for the Carefree-Cave Creek Transportation Framework Study.

ITEM #15 Discussion and possible action to enter into contract negotiations with the Town of Cave Creek for the consolidation of the Carefree and Cave Creek Municipal Courts.

ITEM #16 Discussion regarding ending the lease on the 100 Easy Street Building in calendar year 2016 and construction and expansion of the 8 Sundial Building for new Town Council Chambers and associated space.
