After approval by the Planning and Zoning Commission (P&Z) a zoning ordinance amendment proceeded to the Council.  The proposed Open Space-Recreation (OS-R) amendment would apply to the newly acquired preserve land at the northern end of town which is currently zoned Rural Residential, R-190, and could provide the ability to both preserve and improve the parcels.  Preserve amenities are different than what is allowed on residentially zoned property.  The Town is taking a holistic view, hoping to increase it in size and to provide some very basic amenities so that people can enjoy the preserve in the future.

 

 

 

 

A Master Plan (MP) will be generated, starting at the P&Z level, then going to the Council for final approval. It might include items such as trails and parking, and the most natural access points would be determined.  The existence of a MP will give notice and provide certainty to the people living nearby.  The nearby neighbors will be contacted directly and this will all be vetted through an extensive public process, very open and transparent, with numerous public hearings.  The Town is hoping for rich community involvement and input.  MP announcements will be made via C.O.I.N.S. and the Town Newsletter, and links will be provided on the Town website www.carefree.org. 

 

 

 

Councilman Glenn Miller questioned why we would allow a wireless communications facility on open space, historical land.  Gary Neiss said people would be surprised by how often the need arises for connectivity to the outside world.  If hikers go in without water or are injured, the presence of the faux saguaro that allows then to contact first responders can save lives.  Mr. Miller replied, "That makes sense."
