Carefree will be entering into an Intergovernmental Agreement (IGA) with Cave Creek for shared matching funds and other terms for a bike lane design grant.  A study of the two town cores, additional event parking, sidewalks, and bike lanes are elements of the recently received framework grant, which evaluates the streets and networks of connection throughout Carefree and Cave Creek.  The new grant will focus on cost effective ways of adding bike lanes to the arterial streets, making them safer for the numerous bicyclists who ride through our towns.  

 

 

 

It bridges the gap between the original framework grant, and the construction of bike lanes.  Cave Creek Planning Director Ian Cordwell stated that he was looking forward to getting our two towns connected, and said the design phase must be completed before any construction could begin. Construction could possibly start in October, 2014. 

 

 

 

Councilman Marty Saltzman questioned how the lack of bike lanes on Carefree Highway would effect bicyclists riding in the area once they were added to the arterial streets in Carefree and Cave Creek.  Gary Neiss explained that Scottsdale is planning to add bike lanes on Carefree Highway, connecting Scottsdale Road and Cave Creek Road.  Carefree and Cave Creek are receiving the additional study grant funds of $320,000 from the Arizona Department of Transportation (ADOT), through the Maricopa Association of Governments (MAG), to facilitate the creation of a loop.  Carefree and Cave Creek will each contribute $9,671.50 in matching funds, paid to ADOT at the beginning of September.

 

 

 

Councilman Glenn Miller asked how 5-6' paved bike lanes would effect the 8-10' dirt shoulders used for emergency vehicles and drainage.  Mr. Neiss replied that the due to the positive flow off of the shoulders with the existing grading, drainage would not be a problem, and that the paved areas would help with dust abatement.  The areas would continue to be available for emergency vehicles.

 

 

 

The Council unanimously approved entering into the IGA.
