Mayor David Schwan recognized Andy Espinoza of the Carefree Water Company for attaining his Grade 3 Operator Certificate.  Each water company must, by law, have one level 3 operator.  The Carefree Water Company now has two.  Mayor Schwan said that Mr. Espinoza took the training courses on his own time, and congratulated him on his achievement.
