Chairwoman Melissa Price reported on the first meeting of the Stakeholders Advisory Committee, which includes fellow Council members John Crane and Mike Farrar, as well as merchant, landlord, and citizen representatives.  Two Requests for Proposals (RFP), to be prepared by Town Administrator Gary Neiss, were initially considered to address economic development in the Town Center.   

 

 

 

 

The first RFP would engage a fiscal consultant who could help position the Town to attract a broad range of businesses. The second would engage a consultant who could create a "Village Master Plan" including design, cost estimates, prioritization of capital improvements, timelines, and funding sources.  The decision was made to combine these RFPs into one, directed to an economic development expert, in order to determine how best to proceed excluding the Ed Lewis "Easy Street Project", the precise timing of which remains unclear at this point.  Mr. Farrar will forward real estate and Maricopa County Association of Governments (MAG) information to Mr. Neiss.  The Carefree/Cave Creek Chamber of Commerce will do the same with additional demographic and economic data.

 

 

 

 

Mr. Farrar commented that he thought the meeting went well, with good input, and that they are on track with the single RFP.  Mr. Crane opined that it is incumbent on the Committee to flush out any ideas and possibilities.  Armed with suggestions from the consultant, a clear course could be charted.  Vice Mayor Les Peterson asked when a response to the RFP could be expected.  Mr. Neiss said the RFP could be sent as early as the following day, with a response deadline of April 25th.  Mayor David Schwan thanked the Council Committee members and the members of the public who attended the meeting, and agreed on the need to move forward.
