During Call to the Public, Sandra Walzer requested that Carefree ban the gasoline leaf blowers frequently used by landscapers, citing health hazards to humans, animals, and the environment.  Mrs. Walzer reminded the Council that Carefree already has a noise ordinance allowing a maximum of 80 decibels, 5 decibels over what is considered safe.  Leaf blowers produce 95.9 to 105.7 decibels.  Emissions from gas powered engines were thought to be one reason Connecticut has the highest rate of breast cancer in the nation.

 

 

 

Particles blown into the air include dust, fecal matter, pesticides, fungus, chemicals, fertilizer, spores, and street dirt.  This contributes to and aggravates respiratory and allergy problems, as well as generating a significant amount of pollution.  She reminded the Council that Arizona has a very high incidence of Valley Fever.  Landscapers commonly blow debris into the streets, clogging storm drains and gutters, leading to increased flooding and erosion.  Unwanted toxins and materials end up in creeks and rivers, polluting the water.

 

 

 

The Executive Director of the International Membership of Professional Landscapers states, "The leaf blower is perhaps the most overused and inappropriately used landscape tool."  1/3 of California and many cities in New York ban leaf blowers.  Most reported that enforcement was not a burden, and there have been no reports of landscapers going out of business.  In 2003 and again in 2007, the Arizona Legislature floated bills to ban leaf blowers statewide.  They either died in committee or failed to come to a vote before the Legislators left for vacation.

 

 

 

Mrs. Walzer felt this would be a good opportunity for Carefree to lead the way in saving our environment, aiding in the prevention of airborne diseases, and protecting the peace and beauty of this unique area.  She thanked the Mayor and Council for their consideration, saying she had provided packets with the most pertinent information highlighted.  The packet to which she referred is attached to this issue of Carefree Truth.
