Carefree Truth

Issue #357, November 24, 2014

The Council discussed entering into a Mutual Aid Compact with the State of Arizona and the Arizona Department of Emergency and Military Affairs.  Rural/Metro Chief John Kraetz explained the Compact.

It's a boilerplate agreement that encompasses all the cities, towns, and tribes in Arizona.  Resources are shared between participants in the event of a large scale emergency.  Carefree agrees to provide our equipment and manpower, and in return, equipment and manpower is supplied to Carefree if it is needed.  This is skewed in Carefree's favor, as there are many much larger entities, possessing far more than we have.  The Compact lays out the procedures for contacting other agencies,  procuring items, and for compensation should it be required.

Councilman John Crane asked if this was in addition to the existing Mutual Aid agreement.  Chief Kraetz replied that the one already in place is limited to adjacent communities.  This goes way beyond those communities, and even interstate. As resources are exhausted, the circle of available resources widens.

Councilman Mike Farrar questioned the compensation procedures. Chief Kraetz answered that if resources are needed, the one requiring them would ask for "X" and the provider would give a computerized cost in writing before anything was sent.

The Council unanimously approved entering into the Compact.
