Acting Mayor Les Peterson announced that Councilman Marty Saltzman had submitted his resignation on March 2nd. Mr. Satzman served on the Planning and Zoning Commission for 2 years and on the Council for 3-1/2 years. The Acting Mayor said Mr. Saltzman provided an excellent calming voice of reason, but has health problems and must put his heath first. Mr. Saltzman remained on the Council longer than he had originally intended, due to Mayor Schwan's health issues. Acting Mayor Peterson thanked Mr. Saltzman for his service to Carefree.
Due to Mr. Saltzman's resignation, Acting Mayor Peterson said he favored expanding the search to fill what are now 2 vacancies. Gary Neiss said a special meeting to appoint a new Council member was scheduled for March 17th at 5 PM. The Acting Mayor suggested putting out another call for candidates and scheduling individual interviews with the candidates ASAP. Councilwoman Melissa Price asked why another call should be issued when there are already 5 candidates. Councilman Glenn Miller agreed, asking why it should be delayed. Councilman John Crane felt that some may have been hesitant to submit when only 1 vacancy existed, but with 2 vacancies perhaps others would like to apply. They had probably already considered it, so would act on it quickly. He felt there was no reason to delay the scheduled meeting to appoint new members.
Ms. Price suggested an applicant cut off date of March 9th, and holding the special meeting on March 11th. Councilman Farrar felt it was a very important decision, having a great impact on the community, and thought this might open it up to those who hadn't applied previously for the reasons given by Mr. Crane. Mr. Miller felt the Town had already been responsible to the community, and that the original notice had produced 5 good candidates. Mr. Farrar replied that since Mr. Saltzman's resignation was so recent, it felt fair to re-notice it. He asked rational, balanced people who care about the community to please apply.

Mr. Crane asked if any meetings where major decisions would be made were scheduled in March. Acting Mayor Peterson said the first budget meeting would be held towards the end of the month. A potential meeting to discuss the direction envisioned for the downtown would also be occurring soon. Mr. Crane said new Council members should have time to get up to speed before those meetings. The Acting Mayor again expressed that it would be good to give those who were sitting on the fence an opportunity to apply. Mr. Neiss said that perhaps they could do it in one week, as suggested by Ms. Price, and that either way it could be made to work. Acting Mayor Peterson felt that time frame was awfully short. Mr. Miller suggested an application cut off date of March 11th, with the special meeting date left at March 17th. All of the Council members agreed to that timeline.
