Mayor Les Peterson began the February monthly Council updates by reporting that the hearing before the Administrative Law Judge concerning Liberty Water/Black Mountain Sewer took place on January 25th, and was attended by the chairman of the Arizona Corporation Commission (ACC). All 5 parties involved in the dispute were in agreement, and gave their strongest recommendations to proceed. It is anticipated that the rate case hearing will come before the ACC at their April meeting. Included would be 3 major items. 1. The antiquated plant at the Boulders will be closed and the lines re-piped to Scottsdale by 2018. 2. Rates will be restructured between commercial and residential customers. 3. A new category of Light Industrial will be established which would facilitate a brewery. Implementation of the new rates is anticipated in June or July. Councilman Glenn Miller asked how many ACC meetings it would take. Mayor Peterson replied it would all be done in one meeting, and that the Town will let the businesses know. Mr. Miller said there would be a lot of happy merchants.
The contract for renting the current Council Chambers location at 100 Easy St. ends on July 1st. Mayor Peterson said the Town is talking to the Spirit in the Desert Retreat Center about holding meetings in their facility until the rental contract at 33 Easy St. for the sales office of Butte/Easy Street Condominiums ends.
Councilwoman Melissa Price reported that the splash pad is complete, but the head and pincers would be repainted aqua to make them stand out from the rest of the scorpion feature. The total cost, including accessory items, came to $169,992. Due to generous donations of time and materials, the final amount paid by the Town was reduced to $27,992. The Kiwanis Club of Carefree donated $135,000. Councilman Glenn Miller acted as the Project Manager, saving $5,000. Bertram Signs donated $1,000 towards the signage, and S.W. Greens of the Valley donated $1,000 towards the artificial turf. A potential donation amount towards the lighting was unknown at the time of the meeting. Donations at that time totaled $142,000. The official Kiwanis Opening Ceremony is scheduled for May 1st, but the splash pad might begin operating sooner if the weather warms earlier. (It was recently announced that the splash pad will be opening April 1st.)
