During the first reading of the amendment to the Transaction Privilege (sales) Tax Ordinance, Gary Neiss explained that the Model City Tax Code has gone through a number of changes in recent years, and some modifications are needed to make Carefree's ordinance consistent with it. Vice Mayor John Crane asked if there would be any financial impact on Carefree. Al Holler, the Town's sales tax auditor, replied that Carefree would not be affected by the changes. He added that this had to be approved, as the Tax Code Commission had already passed the changes. All the cities are doing this; it is simply conforming to State law. It does not make any extra work for Town staff members. The State is handling any changes. Councilman Mike Farrar asked for confirmation that Carefree receives 3% of the sales taxes from the State, which Mr. Holler confirmed. A Resolution was unanimously passed to make the amendment reading a matter of public record.
The second reading of the ordinance amendment to eliminate Open House sign permits took place. There were no changes from the first reading, and no public comment was received. The amendment passed unanimously.
A Resolution was passed authorizing the Town Clerk to conduct the August 30th Primary Election and the November 8th General Election as a mail ballot election. Kandace French said Carefree traditionally casts ballots by mail. This serves as a notice to the public and a reminder, and lets the Secretary of State and Maricopa County know that the Council is aware, and approves of the continued use of mail-in ballots.
