Perhaps of interest to a number of your readers.

On May 27th I was the proxy for Mike Ferrar at the Maricopa Association of Governments Regional Council Meeting. Some interesting things came out of this meeting;

 Speed limits for individual lanes on interstate highways – The State is looking at ways to increase productivity (through-put of vehicles) on interstate highways. In some international markets (notably Australia) there has been success in achieving this objective by utilizing different speed limits for different lanes on the interstate highways. The different speed limits are posted above each lane on electronic sign boards. For example, for the right hand lane, from which exits are made from the interstate, a speed limit may be 55 mph. The next two lanes to the left may have a posted speed limit of 65 mph and the far left hand lane may have a posted speed limit of 70 mph. The State is considering and will likely be moving ahead with a test of this approach. Apparently, it has been producing measurable increases in traffic through-put where this approach is being utilized.

A method to reduce the number of incidents of a wrong-way driver and vehicle causing a major accident on an interstate – The first thought to many people was to put traffic spikes at freeway exits to blow the tires of vehicles entering an interstate via an exit, but the downside of this approach was that it could limit or delay emergency vehicle access to an accident from the “downstream” direction. Frequently, after a major accident, traffic approaching an accident - even though stopped - could cause such congestion that it could preclude emergency vehicle access from the “upstream” direction. The alternative which will be moving into test will be to utilize electronic signboards which will be placed in numerous locations along the interstates which will carry a message such as “WRONG WAY VEHICLE APPROACHING, STOP OR EXIT IMMEDIATELY!” when a wrong way driver and vehicle are detected.
