I am glad that there was a reason for the American Revolution.  How stupid am I?  All these years I thought it was "Taxation without representation".  I thought that the silly Brits, back in 1763 wanted the US colonies to pay their share of the costs following the French and Indian War.  Ten years later, there was something about a Tea Party in Boston.  Nowhere was there much mention about different views and voices to be heard in debate.  All that stuff came later when the founding fathers decided to write the Bill of Rights, introduced in Congress in 1789.  That's 13 years after the Declaration of Independence which followed the American Revolution. 
 
So sad, but at least there are 6 other members of the Town Council that appear to be level-headed.

A couple of things noted while reading the letter below:
City of Phoenix:  ~1.5 million people and $3.5 billion budget
Town of Carefree:  ~3500 people and $5 million budget
The required level of professional support for these two entities might be different.

I am not certain what the councilmen of Carefree have done that is worthy of what MIke Gimson is referring to that can be done more efficiently by an Economic Development Director.  Perhaps if several specifics could be cited, it would clarify how this director would improve the undertakings of Carefree.  I have always felt satisfied having the electorate select who governs their affairs and are immediately responsible for the results -- positive or negative.  Being a constituent of Chicago for most of my life, I know what it is like to go through a myriad of directors (or what ever they are referred to) who do not feel responsible to what an individual has to say.  Perhaps if this issue was enlarged to yield specifics and statistics, the informed electorate of Carefree could be the final decision makers as to this issue.

(Lyn's note: The Town Councils over the years have made several major purchases.  The Carefree Water Company was owned by a couple who were letting it deteriorate to a point where it was becoming untenable, which would leave most Carefree residents without water.  They pocketed all profits, and made no effort to obtain CAP allocations or maintain the integrity, much less make improvements.  The water was cheap because they were pumping all of it from a rapidly dropping aquafor.  The Town acquired it for 4 million dollars, bought a CAP allocation that, in conjunction with the reasonable amount pulled from the ground water, will be sufficient to cover through buildout.  Much needed repairs were made and the infrastructure was brought up to respectable standards, including storage 5 water storage tanks.  They recharged the aquafor.  Fire hydrants were added in many locations and are continuing to be added as funds permit.  The Water Company is set up as a separate company from the Town, but the Council acts as the Board of Directors and makes the decisions.
 
A state of the art fire department was built on a small lot purchased by the Town, and Rural/Metro was contracted to staff it.  The Town owns the station, the fire truck and the equipment.  I just did a CFT issue on the station.  If you haven't done so, watch the YouTube Herbert did on it.  It's very cool.  The addition of the fire station and the townwide contract with R/M not only saved our residents the annual R/M $800-1,000 subscription cost, but also dropped the cost of homeowner's insurance for the vast majority of us, due to the improved rating for Carefree.  Ours dropped over $600 per year.  The Council also contracts with MCSO for police protection and traffic control.  The water, fire and police provide for the public safety and welfare.
 
They bought the original building in Carefree for a very good price.  The lot includes room to expand the building to include the court and council chambers in the future. An energy grant was obtained, and the old building was made much more energy efficient.  Here's a fun short video Herbert did on the Town Hall building.

As for the economic development effort, 12 years ago the Town turned the 4 acre big dirt "parking lot" that was rarely used for parking because it was a big dirt lot (often my Hummer was its sole occupant) into a park with an amphitheater that is used for events.  They enthusiastically approved the offered donation to recreate it into a spectacular Botanical Garden from the owners of Desert Foothills Landscape 3 years ago, and 2 years ago installed a play station for kids in addition to the Gila Monster slide that was placed around the time the park was new. 
 
The faux gas lamps were placed along the interior streets to light the downtown in the evenings, and some were added at the entry streets last year.  The paths in the Garden were lit.  The sundial, which was looking pretty sad, was refurbished.  New street signs and merchant signs were added to help distinguish Carefree from its neighboring towns, and Carefree is being marketed locally, nationally, and internationally.  The number of upscale events that take place in the downtown on weekends during the season has been increased, and our Christmas Festival is one of the top rated events in the state. 
 
Free Wifi is available throughout much of the downtown public areas.  Reliable cell phone coverage has been increased in most areas of Carefree due to the vote to allow a micro antennae system to be installed by a private company. 
 
Mixed use in the downtown was historic, but when the town was incorporated, it was abandoned.  The Council voted at the July meeting to once again allow apartments on the second story of buildings in the downtown that can accommodate the required parking on their private property, replacing unoccupied office spaces, which should increase the foot traffic in a layout designed to be pedestrian friendly.
 
All this has been accomplished by a town that is debt free and has over $5,000,000,000 in unrestricted reserves in the bank.)

I think Dr. Hitchon's submittal has summed up the past few months quite well.  Even though Council Members do not always agree (which is actually what makes us work better because we trigger ideas in each other that seem to improve and define projects further), I sincerely want to believe we all want the best for Carefree.  It sometimes takes awhile for a "team" to learn to trust that they can be candid with each other and that each member is positive about reaching the same end goal.  That means 'respecting' each others strengths and differences. Hopefully we look to understand each other better in the future and just remember the end goal -- to make Carefree an even more delightful place to live.

A very well-stated opinion.

I have my own theory about why Mr. Farrar was the top vote getter in the 2011 primary election.  In those days, candidates were listed in
alphabetical order.  Farrar was at the top of the list.  Some voters were of the belief that they could only vote for one, despite clear instructions to the contrary.  Arizona has now changed its rules and candidates for office are listed in the order that their name was picked, at random, by an independent third party.  The reason Mr. Farrar squeaked back into office by two votes was because the Carefree voters have seen that there is a lot of negative talk and little action.

The 2011-13 Council was witness to many activities in which Mr. Farrar was present and expected to participate on a meaningful basis.  First, paired with Vice Mayor Price on Economic Development, a plan was issued, which was a good start but then the committee, as initially formed, moved into a new beginning without input from Mr. Farrar.

Mr. Farrar badgered the Mayor to be on the Marketing liaison committee.  He was referred to me.  I advised Mr. Farrar that I did not feel he could add anything to the committee.  The committee functioned well for two years.

Mr. Farrar then attached himself to the work undertaken by Glenn Miller on new merchant signs, with the majority of the effort from Glenn Miller. Despite continual delays for more and more input from anyone and everyone, Glenn Miller was able to get the project completed.  Putting more people on a task does not always mean that there will be an improved outcomes..."A camel is a horse put together by a committee."

Sadly, Mr. Farrar has a history of non-effectiveness.  On the other hand, Mr. Farrar is to be commended for his idea that the traffic circles on E. Cave Creek Road and Tom Darlington Drive be marked with the Town's name.

In place of our annual water drive, the HBACA is asking all members to join us this summer as we raise funds through our 501(C)3 charitable arm, Home Builders Care, for victims of the Yarnell Hill Fire. In addition to the 19 Granite Mountain Hotshots who died while battling the blaze, there are also many families who have lost their homes, animals who have been displaced and a charred forest. 

The HBACA will be working closely with State Senator Steve Pierce who represents Yavapai County to determine where funds are needed most. The money we raise may be directed to the Hotshots, rebuilding, reforestation efforts or, in keeping with Home Builders Care’s primary mission, assisting those families who have lost their homes.

100% of the proceeds raised through this drive will be dedicated to rebuilding and relieving damages caused by the Yarnell Hill Fire.

FCF’s DESERT FOOTHILLS THEATER FY14 OFF TO A GREAT START
Desert Foothills Theater (DFT) is pleased to announce it has received notification of grants from the Scottsdale Cultural Council and the Arizona Commission on the Arts totaling $10,000.  In addition, Desert Foothills Youth Theater (DFTYT) just received THREE National Youth Arts Awards and 10 nominations (both are announced at once for this organization) for our 2012/2013 season. 
The National Youth Arts Awards winners are:
Best Actor in a Leading Role, Musical, Mason Reeves for The Leading Player in PIPPIN
Best Actor in a Supporting Role, Musical (junior division), Spencer Claus for Charlemagne in PIPPIN
Best Hair/Makeup Design (only award given in this category), Katrine Bjerg for Aristocats.

Let's Make-up

Ages 6+
 
Without the support of visual image, the most talented of actors can portray only a narrow spectrum of characters.  Make-up is the foundation and the most basic visual image for all performers.  This workshop teaches students of all ages by demonstrating (on a few participants) corrective, old age and fantasy make-up for the theatre. Please note, this workshop is specific to theatre make-up techniques and is not a "face painting" experience.
 
Hosted by the Missoula Theatre and in association with CCUSD Education and Community Services, this workshop is for kids ages 6-17.

We have just celebrated the day of our Independence.  There are a lot of interesting facts that surround this day!  Did YOU know that it was 156 years from the time the Pilgrims landed on Plymouth Rock until our Independence was declared?  Did YOU also know that the very first celebration of Independence Day was in 1777 and Congress approved the use of fireworks for the celebration?  Now fireworks are synonymous with the 4th of July festivities.  Harold's Corral and the Smokehouse sure put on a great firework show for us here in Cave Creek! Here are a few more very interesting fun facts surrounding our Day of Independence. 

Did YOU Know -  There were 56 signers of the Declaration of Independence?  The average age of these signers was 45.  The youngest was Edward Rutledge and Thomas Lynch, Jr, both were 26.  The oldest delegate was Benjamin Franklin (70) of Pennsylvania. The lead author of The Declaration, Thomas Jefferson, was 33.
 
Did YOU Know - 1 out of 8 signers of the signers were educated at Harvard (7 total)?  Also, four each at William & Mary, Yale, and Princeton.  George Wythe was a professor at William & Mary and one of his students was Thomas Jefferson.

Did YOU Know - 24 of the signers were Lawyers and 4 were physicians?
 
Did YOU Know - After signing the Declaration, John Hancock remarked that Congress must now "all hang together"?
Benjamin Franklin replied, "Yes, we must indeed all hang together, or most assuredly we shall all hang separately."  John Hancock was before his time with the lingo - "hang together" - how cool was he!
 
Did YOU Know - The initial date the resolution of independence was approved in a closed session of Congress was July 2,1776?
The next day, John Adams remarked in a letter to his wife Abigail: "The second day of July, 1776, will be the most memorable epoch in the history of America. I am apt to believe that it will be celebrated by succeeding generations as the great anniversary festival.
It ought to be commemorated as the day of deliverance, by solemn acts of devotion to God Almighty."
Congress revised the Declaration for final approval on July 4, 1776. 
 
Did YOU Know - The only two signers of the Declaration of Independence who later served as President of the United States were John Adams and Thomas Jefferson?
Both John Adams and Thomas Jefferson (bitter rivals) died on the same day, July 4, 1826, the 50th anniversary of the Declaration. - WOW! 
 
Did YOU Know - Benjamin Franklin was not a supporter of the Bald Eagle.  He wrote in a letter to his daughter Sarah Bache in 1784:
"For my own part I wish the Bald Eagle had not been chosen the Representative of our Country. He is a Bird of bad moral character. He does not get his Living honestly. You may have seen him perched on some dead Tree near the River, where, too lazy to fish for himself, he watches the Labour of the Fishing Hawk;  And when that diligent Bird has at length taken a Fish, and is bearing it to his Nest for the Support of his Mate and young Ones, the Bald Eagle pursues him and takes it from him. I am on this account not displeased that the Figure is not known as a Bald Eagle, but looks more like a Turkey.  For in Truth the Turkey is in Comparison a much more respectable Bird, and withal a true original Native of America. He is besides, though a little vain & silly, a Bird of Courage, and would not hesitate to attack a Grenadier of the British Guards who should presume to invade his Farm Yard with a red Coat on."  
 
Did YOU Know -  Congress made Independence Day an official unpaid holiday for federal employees in 1870.  (In 1938, Congress changed Independence Day to a paid federal holiday).
 
Did YOU Know -  There were an estimated 2.5 million people living in the newly independent nation in 1776. Total U.S. population in 2012 was 316.2 million.

 
The spirit of Independence Day is not only about the United States officially becoming it's own country, it's about celebrating the values that the country was founded upon - life, liberty, and the pursuit of happiness. We all have great opportunities and that is why we celebrate this great day!! Enjoy your week!!

Meet at the Nature Center parking lot and follow the signs to the mine.

Thanks to the good guys (Ron Welch) of Karsten's Ace Hardware, we were notified of a very useful App for your smart phone.  It is called Dust Storm and it was developed by a group at University of Arizona. This app is very informative.  It will inform you of a dust storm that is headed your way, Survival Kit essentials, and very important safety tips if you are caught in a storm. This app will allow you to enter important phone numbers, insurance policy numbers and more - everything you need just in case of an emergency.   All of this and it is FREE!

Volunteers are needed 365 mornings a year - to clean stalls & water tubs, groom horses, walk horses, feed horses & play with horses.
Tierra Madre Horse Sanctuary is the forever home to 31 horses that were previously abandoned, neglected, injured or abused. The two things they all share, now, are that they're happy & healthy.

: The Marketing Coordinator is a hands-on position supporting the development and implementation of FCF's marketing plan for productions and events and marketing communications including print, online and digital media platforms.

Specific responsibilities  include
: Box Office Sales and Management; Program Ad Development; Development Committee and Event support; Programs marketing; Materials Layout and Design.

Experience and Skills:   
·    Two years marketing communications experience preferred 
·        Excellent communication, organizational and writing skills 
·        Demonstrated ability to work cooperatively as part of a team, to be flexible and     learn new skills quickly  
·        Excellent computer skills and demonstrated effectiveness with social media, MS     Word, Excel, PowerPoint, Publisher and PhotoShop 
·        Graphicdesign/layout experience is preferred 
·        A self-starter who remains focused while working under deadlines and can still maintain a sense of  humor 
·        Manage and work within budget and timeline goals, with an ability to complete      work efficiently   and communicate risks as appropriate 
·         Understand and communicate well with staff, partners,   donors  and volunteers 
·         Focus on priority work in the face of many demands onone's time 
·         Non-profit sector experience is  a plus
