Carefree Councilman Doug Stavoe unfairly criticizes the work of others, refuses to conduct his duties in a meaningful way, and generally misrepresents what goes on in local government.   Like John Traynor, he's a charter member of the Whine and Cheese Party.

"Subordinates"?  Egads, I wonder when Decimal Doug will start referring to Carefree citizens as "the little people"?   


Of course, none of this acting out is really very funny: Carefree needs serious, informed debate of issues, not the nastiness that we constantly see oozing up from the negative minority among us. 


My wife and I both appreciate the ombudsmanship and skillful means that city employees use in keeping Carefree a beautiful and smiling small town.

 

My reason for penning these thumbnail impressions is that their seems to be, at all levels of public life, individuals whom I think of as spoilers; those who put their personal agendas ahead of the common good.  My fear is that such people will reduce public debate to chair throwing and severely hobble the community's ability to conduct business in an honest and open way.


The Coadys, Stavoes, Koteas' and Sorchychs of this world are slowly but steadily diminishing the idea of the 'loyal opposition' and converting it into a blunt instrument that reasonableness and decency have precious few resources to keep under control. This should make all of us angry and indignant!

Lyn, we received our ballots today and were doing our preliminary selections this afternoon.


The area for Precinct Committee election included an interesting mix of candidates.  


Not knowing what a precinct committee person does I looked it up.  Below is what I found.  One is from the Mojave County Republican Party, the other is from the Arizona Revised Statutes.


In certain areas the Precinct Committee person is supposed to influence the party voters in his/her precinct.  In other situations, it appears that the Precinct Committee person is supposed to represent the voters in party matters.  Skimming the list of Precinct Candidates I suspect that most of the folks would have trouble representing me and, I am certain, there is little chance that I could be constructively influenced by many of the candidates.  


So, it may well be time for the Republican Party to try some of that "hopey, changey stuff" as Sarah so eloquently says.

Duties of a Precinct Committeeman

As a Precinct Committeeman, you represent a geographical area established by law for election purposes and are the foundation of the Party. You are elected as an Official of the Party, as established by State law, and vacancies may be filled by appointment. Appointments are recommended by the Party and approved by the County Board of Supervisors.

Your Duties As A Precinct Committeeman

1.    Elect District, County, and State Party leaders who will best represent and implement the philosophies and goals of the precinct constituents.

2.    Expand your political knowledge and activities.

3.    Actively Support Party activities at the District and County level.

4.    Demonstrate a willingness to work toward Party unity and accomplishing Republican Party long range goals.

5.    Elect a Precinct Captain who is willing to donate time, energy and leadership to the precinct.

6.    Canvass the precinct periodically and keep track of changes in the neighborhood, making sure all Republicans are registered to vote.

7.    Recruit precinct volunteers. Assign specific blocks to them for door-to-door and telephone work.

8.    Attend precinct, district and county meetings.

9.    Carry nominating petitions, distribute election information and candidate literature in your precinct.

10.  Participate in Get-Out-The-Vote and election day activities.

6-822. Precinct committeemen; eligibility; vacancy; duties

A. Any member of a recognized political party who is a registered voter in the precinct is eligible to seek the office of precinct committeeman of his party in that precinct.

B. If the number of persons who file nominating petitions for an election to fill precinct committeeman positions is less than or equal to the number of precinct committeeman positions, the county board of supervisors may cancel the election for those positions not sooner than seventy-five days before the election and appoint the person who filed the nominating petition to fill the position. If no person has filed a nominating petition to fill a position, the position is deemed vacant and shall be filled as otherwise provided by law. A precinct committeeman who is appointed pursuant to this subsection after filing a nominating petition shall be deemed and elected precinct committeeman.

C. If the number of persons who file nominating petitions for an election to fill precinct committeeman positions is more than the number of precinct committeeman positions for a recognized political party in a precinct, a separate ballot shall be prepared for the election of precinct committeemen for the political party in that precinct. The ballot shall conform as nearly as practicable to ballot requirements in this title, and to the official ballot prepared for that party in the primary election, but shall be designated as the "official ballot for electing precinct committeemen of the __________ party, primary election (date), __________ precinct, __________ county, state of Arizona." Only persons who are registered as members of that political party in that precinct may vote that precinct committeeman ballot. The election board or official shall provide the partisan precinct committeeman ballot to voters who are registered with that party in addition to the official ballot prepared for that party in the primary election.

D. In addition to other provisions of law regarding removal from office, a vacancy shall exist in the office of precinct committeeman when the precinct committeeman moves from the precinct from which elected or changes his political party from the party in which he was elected.

E. The minimum duties of a precinct committeeman shall be to assist his political party in voter registration and to assist the voters of his political party to vote on election days. Additional duties shall be as provided for in the state committee bylaws of the party of which he is a member.

George Hofer and I, Huber "Hugh" Stevens, are District 7 Precinct Committeemen candidates. We would very much appreciate your vote.

 

In 1983/84, I served on the Carefree Incorporation Committee, and am a past two term President of the Carefree/Cave Creek Chamber of Commerce.  I served six years on the Carefree Town Council - two as Vice Mayor, and two as Mayor.  

 

I have been on the Board of the Foothills Community Foundation, am a  past President of the Kiwanis Club of Carefree and am currently on the Board of the Cave Creek Museum. 

 

George Hofer and I are anxious to do our part in electing qualified Republican candidates for various posts in Washington, D.C.  By serving as District 7 Committeemen, we feel we can help accomplish that goal.
