TOWN OF CAREFREE COMMON COUNCIL

WHERE: CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME: 5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the

Town of Carefree, Arizona and to the general public that the members of the Common Council will hold

a meeting open to the public on Tuesday November 1, 2011 at 5:00 p.m. at the Carefree Town Hall

Council Chambers located at 100 Easy Street, in Carefree.

The agenda for the meeting is as follows:

Call to Order, Silent Roll Call and Pledge of Allegiance.

CONSENT AGENDA

All items listed hereunder are considered to be routine by the Common Council and will be enacted by

one motion. There will be no separate discussion of these items unless a Councilmember so requests, in

which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1- Approval of October 4, 2011 Town Council Minutes

ITEM #2- Ratification of September, 2011 paid bills.

ITEM #3- Approval of Proclamation declaring November, 2011 Pancreatic Cancer Awareness

Month in the Town of Carefree.

REGULAR AGENDA:

ITEM #4- Call to the Public: Consideration and discussion of comments and complaints from the

public. Pursuant to Section 2-4-7 G of the Town Code and A.R.S. 38-431.01(G), those

wishing to address the Council need not request permission in advance. Action taken as

a result of public comment will be limited to directing staff to study the matter or

rescheduling the matter for further consideration and decision at a later date. The public

may address the Council on any matter not on the agenda. At the conclusion of an open

call to the public, individual members of the public body may respond to criticism

made by those who have addressed the public body, may ask staff to review a matter or

may ask that a matter be put on a future agenda; however, the Council may not take

action at this time. Please limit your comments to not more than 3 minutes.

ITEM #5- Discussion and possible action regarding the 2010-2011 Fiscal Year Town Audit,

Expenditure Limitation Report and Financial Review of the Carefree Municipal Court

and the June, July and August, 2011 cash receipts and disbursements reports restated with

the auditors changes.

ITEM #6- Discussion and possible action regarding the cash receipts and disbursements report for

September, 2011.

ITEM #7- Current Events

ITEM #8- Discussion and possible action regarding an application for Temporary Extension of

Premises for Raymond Klemp, AZ Spirits, to include a tent in the west parking lot of 100

Easy Street for the Carefree Christmas Festival on December 9, 10 and 11, 2011.

ITEM #9- Discussion and possible action regarding a Permanent Extension of Premises at 100 Easy

Street for Raymond Klemp, AZ Spirits, to include 3,000 square feet adjacent to the

existing space that was formerly a flower shop.

ITEM #10- Discussion and possible action regarding a temporary Extension of Premises for the

Carefree Resort and Villa’s Hot Air Balloon Festival on Saturday, January 21, 2012 to

include Mule Train Road from the south parking area to the end of the north parking area

from 8 a.m. to midnight.

ITEM #11 - Discussion and possible action to revise the former Special Event Liquor License for the

Carefree Cave Creek Chamber of Commerce to include Easy Street from Wampum Way

to just past Sunshine Way on Sundial Circle, Ho Hum Road from Easy Street to Cave

Creek Road and the Town Center Amphitheater for the Thunderbird Art and Wine

Festival on November 4, 5 and 6, 2011.

ITEM #12- Discussion and possible action regarding street closure for the “Bello Fondo” Road Ride

as the last event of the 2011 Cave Creek Bicycle Festival regarding a “rolling closure” of

Cave Creek Road from Scopa Trail to Sundance Trail for a period of approximately 15

minutes from 9:00 a.m. to 9:15 a.m. on Sunday, November 11, 2011 as bicyclists are

escorted by MCSO deputies from Frontier Town in Cave Creek through that intersection.

Riders will make a left turn onto Sundance Trail. They also request a 5 minute closure of

the intersection of Sundance Trail and Tranquil Trail as bicyclists negotiate a left turn.

This closure would be from approximately 9:15 to 9:20 a.m.. No other road closures are

needed for this event.

ITEM #13- Discussion and possible action regarding Resolution 2011-13 requesting action be taken

by the Arizona Corporation Commission on the matter of the Boulders Wastewater

Treatment Plant.

ITEM #14- Adjournment.
