NOTICE OF REGULAR MEETING

OF THE TOWN OF CAREFREE COMMON COUNCIL

WHEN: TUESDAY, AUGUST 2, 2011

WHERE: CAREFREE TOWN HALL COUNCIL CHAMBERS

TIME: 5:00 P.M.

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Common Council of the Town of Carefree, Arizona and to the general public that the members of the Common Council will hold a meeting open to the public on Tuesday August 2, 2011 at 5:00 p.m. at the Carefree Town Hall Council Chambers located at 100 Easy Street, in Carefree.

The agenda for the meeting is as follows:

Call to Order, Silent Roll Call and Pledge of Allegiance.

CONSENT AGENDA

All items listed hereunder are considered to be routine by the Common Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the consent agenda and will be discussed separately:

ITEM #1- A. Approval of July 12, 2011 Special Meeting Minutes-Budget Approval.

B. Approval of July 12, 2011 Regular Town Council Minutes.

2. B.Approval of July 29, 2011 Town Council Workshop Minutes.
   

ITEM #2- Ratification of July 2011 paid bills.

REGULAR AGENDA:

ITEM #3- Call to the Public: Consideration and discussion of comments and complaints from the public. Pursuant to Section 2-4-7 G of the Town Code and A.R.S. 38-431.01(G), those wishing to address the Council need not request permission in advance. Action taken as a result of public comment will be limited to directing staff to study the matter or rescheduling the matter for further consideration and decision at a later date. The public may address the Council on any matter not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism made by those who have addressed the public body, may ask staff to review a matter or may

ask that a matter be put on a future agenda; however, the Council may not take action at this time. Please limit your comments to not more than 3 minutes.

ITEM #4- Current Events

ITEM #5- Discussion and possible action regarding Ordinance 2011- 06 modifying the speed limits on Tom Darlington Drive and Cave Creek Road pursuant to recommendations from the EMS Group, Inc. Speed Limit Study. Second Reading.

ITEM #6- Presentation by Cox Communications.

ITEM #7- Discussion and possible action regarding the cash receipts and disbursements report for June 2011.

ITEM #8- Discussion and possible action regarding Resolution 2011-10 an extension of the current agreement for fire protection and medical services between the Town of Carefree and Rural/Metro Corporation for a period of 6 additional months in order to make the contract year cycle consistent with the beginning of each fiscal year.

ITEM #9- Discussion and possible action regarding Resolution 2011-03 incorporating and administering procedures for purchasing.

ITEM #10- Discussion regarding a temporary reduction of building permit fees on property in commercial zoning districts and garden office districts.

ITEM #11- Discussion and possible action regarding the purchase of banner hardware and 2 sets of banners.

ITEM #12- Discussion and possible action regarding refurbishment of the Sundial.

ITEM #13- Discussion and possible action regarding approval of an application for a Special Event Liquor License for the Carefree-Cave Creek Chamber of Commerce sale of wine during the Thunderbird Arts Festivals Friday, November 4, Saturday, November 5, Sunday, November 6, 2011 and Friday, January 13, Saturday, January 14, Sunday, January 15, 2012 and Friday March 2, Saturday, March 3 and Sunday, March 4, 2012 from 9 a.m. to

5 p.m. each day.

ITEM #14- Discussion and possible action regarding street closure for Cactus Shadows High School Homecoming Parade on the east and west bound lanes of Cave Creek Road west of Tom Darlington. Westbound traffic on Cave Creek Road will be limited to one lane. Eastbound traffic on Cave Creek Road will be directed to the south lane of the north half of Cave Creek Road. Eastbound traffic will be directed back to its normal lane at the opening of Mariachi Plaza. The intersection of Tom Darlington and Cave Creek Road will not be affected. Date is Saturday, September 17, 2011 from 8:30 a.m. to 12:30 p.m.
